Moving to Barcelona creates a small stack of administrative questions, not one universal “registration”. A household may need an address record, an identifier, a residence route, a card for foreign nationals and a health-system card. Five labels, five different records

The padrón is the municipal register connected to where a person ordinarily lives. The NIE is an identification number used in Spanish administrative contexts. The TIE is a physical foreign-national identity card route for eligible applicants. EU residence registration is a route for an EU citizen recording residence in Spain, with its own status and evidence. The TSI is the individual health card issued through the Catalan health system.

These are not interchangeable proofs. A landlord may ask for an NIE for a contract file, while the city may ask for address evidence for a padrón procedure. A TSI request can involve health entitlement and municipal data. A person can have one record pending while another is complete. Write the question as a sentence before collecting a document: “Which authority is answering which status question for which person?”

Start with a household map

Create one row per person. Record the name as shown on the identity document, nationality, date of arrival or planned arrival, intended length of stay, current address, household role and the route being considered. Add a column for “fact still to confirm”. This is an administrative inventory, not a prediction of a result.

For the property, record the full address, unit, municipality, postal code, lease or ownership evidence, move-in date and the person authorised to speak about the home. Keep the source of each address document. A booking confirmation, a signed lease and a utility bill may answer different questions; do not silently substitute one for another.

If a family includes children, partners or a company-paid occupant, preserve each relationship without assuming that one applicant’s documents cover another person. Padrón: build the municipal address record

The address file should show who lives at the home, what evidence connects them to it and which person can answer a municipal query. Padrón is a municipal record. It is not a residence permit, a TIE, an NIE assignment or a guarantee of a school place. Avoid language such as “once the padrón is done, everything is approved”. In the setup file, write why the person is being directed to an NIE route, who requested the number, and which transaction or record is waiting for it. If the reason is unclear, leave it as an open question. Do not infer a universal “first-month NIE” rule from a property advert, a relocation forum or a previous client’s experience.

Keep the person’s identity evidence separate from the property file. A scanned passport can be sensitive personal data; restrict access, record the source and delete duplicates according to the controller’s retention practice. TIE: a different route from the NIE

The Policía Nacional TIE page is the official referral for the foreign-national identity card process. Do not present an NIE printout as a TIE, or a TIE appointment as proof that a residence application has succeeded. Label each document with the authority, procedure name, person, reference and date. If an official instruction asks for a prior decision or a different identity document, route that question to the responsible immigration authority or qualified adviser.

For a family, keep a row for every person who may need a card. A child’s record, a partner’s status and a company-sponsored employee can have different dependencies. The agency’s role is clerical coordination: make the source visible, check that the file is complete enough for the handoff, and avoid a statement that sounds like an immigration conclusion.

EU residence registration: status before logistics

Record the person’s EU nationality, expected duration, address and the question they want answered. Keep any current employment, study, self-sufficiency or insurance evidence in the adviser’s checklist only if the authority asks for it; do not invent a universal package. The household can then ask the competent service whether a document is current, translated or acceptable.

An EU residence registration record should not be described as a TIE. Nor should a padrón entry be described as proof that the EU route has been approved. Use the exact name printed by the authority. If a page is available in another language, keep the original Spanish or Catalan source beside an explanatory translation.

TSI: one card per person, health questions to CatSalut

The card is individual in the setup file. Use a separate row for each adult and child, with the current identity details and the authority response. If a page refers to municipal registration or recognition of health entitlement, record that as a dependency to confirm. Do not tell a household that an NIE, lease or insurance policy automatically creates healthcare access.

Health information needs extra care. Do not put diagnoses, prescriptions or appointment details in a property-management folder. If someone asks a clinical question, direct them to the health service. Build a dated document index

Use columns for person, route, document, source, owner, date checked, status, privacy level and next question. A practical status set is “not started”, “source checked”, “document requested”, “appointment pending”, “response received”, “not applicable” and “needs authority review”. The labels describe workflow; they do not predict an official outcome.

Name files consistently, for example person-route-document-date. Keep the original official page URL and a short locator. If a document is translated, keep the source copy and note who translated it. If an adviser sends a revised checklist, archive the prior version rather than overwriting it so the household can see what changed.

The index should not become a vault for every personal document. Store only what the task requires, use secure transfer, and limit access to the responsible people. A property agent does not need a client’s clinical history. A health service does not need a landlord’s full marketing file. Separate folders can share a neutral reference number without sharing unnecessary data.

Connect the home file to the administrative file

The property record should contain the address, unit, municipality, lease or ownership evidence, move-in date and contact for the person who can verify occupancy. For a company-paid home, list the employee who occupies it, the company contact who pays, and the person authorised to discuss the lease. For a family, list each occupant and the relationship only where it is relevant to the question. For a temporary stay, preserve the stated purpose and dates without asserting that a label determines a legal category.

If the household changes address, open a new row and record the end date of the old address. Do not edit a previous receipt to match a new home. A clean history helps an adviser see which authority was asked about which property on which date.

EU and non-EU households need different questions

Nationality is an input, not a verdict. An EU citizen’s residence registration question is not the same as a non-EU person’s TIE question. A visitor, student, employee, family member or company transferee may describe their plans differently. Record the person’s own words, the intended period and the source page that the authority provides.

Avoid “EU citizens only need the padrón” or “non-EU residents only need the TIE”. Those shortcuts mix municipal, identity and residence concepts. The exact route may involve another authority, a prior decision or evidence that is not visible in a property file. Send the shortcut to the “do not rely” column and replace it with a link and an open question.

If a household contains several statuses, do not merge the rows merely because everyone shares an address. Shared housing can support a common property record while each person keeps an individual authority trail. That structure is slower at the start and much easier to audit later.

Common failure modes

The first failure is label drift: a note says “NIE done” when it actually means that a number was requested. Use the authority’s exact wording—request, appointment, receipt, certificate, card or decision. The second is stale evidence: a screenshot from a former route is filed without a check date. The third is an appointment promise that no authority has made.

The fourth failure is over-collection. A relocation folder may include passports, family certificates and health information that no one needs for the property task. Reduce the copy, secure the handoff and record the source instead. The fifth is a hidden translation: a translated instruction is shared without the original, so a reviewer cannot check the wording.

Corrective action is simple but disciplined. Mark the row uncertain, link the current official source, write the exact question and assign an owner. Do not fill the gap with a plausible answer. A worked household example
